This paper, by Senior Fellow Jaime Bolanos, discusses the benefits of how a global framework in a micro-regional scale can promote integral developmental processes as exemplified by the Oaxaca Community Foundation. Although there are many NGO projects in Oaxaca, the lack of planning and joint participation limits the possible success of the projects. Additionally efforts from state and government levels do not work at an inter-institutional level to design and implement regional strategies. Bolanos suggests a more global framework in Oaxaca would promote a more integral development process. The Oaxaca Community Foundation endeavors to facilitate the intervention of NGOs and other social actors to encourage joint participation. But the experience of bridging actors is a long-term process that requires more than funding but ultimately will provide a sustainable system of horizontal leadership.
