It compares them with foundations in the United States and other Northern countries and describes how they are helping mobilize resources for local civil society action. Some are serving as partners with official development assistance and other international actors. The paper includes an annex with brief profiles of these FLOs aroud the world
This paper is a chapter in the book NGOs, Civil Society and the State: Building Democracy in Transitional Countries and is based on a presentation at a conference of the same name. The conference was organized by INTRAC in 1995 in Oxford; INTRAC published the book, which was edited by Andrew Clayton, in 1997.
