Improving the Educational System of the State of Pará

The Pact for the Education of Pará is an integrated effort of various agencies and levels of government, civil society (foundations and civil society organizations), private sector and international institutions, led by the government of the state of Pará to improve the quality of education within the state. By creating an integrated and comprehensive set of interventions, the pact works towards improving performance within the education system.

Public schools in the state of Pará fall below the national average of 3.4 with a 3.0 point score, according to data collected for the latest Basic Education Development Index. Only 31.7% of the state’s student population graduates from high school, which means that seven out of ten students do not qualify for the minimum standard for entering the labor force.

The educational situation in Pará drastically contrasts from the state’s favorable economic outlook: large investments are vastly improving the state’s productive profile, creating demand for qualified labor. If met locally, this demand could trigger positive changes within the socioeconomic conditions of the population.

According to the secretary of education, Claudio Ribeiro, social participation is essential to the partnership’s success: “The Pact is a fruit of a collaborative effort, which involved the professionals of the education system, foundations and corporate institutes, artists, and international organizations. In January of 2012 we conceived a strategic plan, which served as a base for the partnership.”

Over four hundred educational system professionals were involved in formulating the plan. These professionals represented diverse parts of the system itself as well as parts of the Amazonian state, including Belém, Marabá, Santarém, and the island of Marajó.

In order to improve students’ educational performance while decreasing dropout and grade repetition rates, the partnership hopes to:

  • Build the capacity of teachers, principals, and coordinators
  • Improve the infrastructure
  • Provide educational resources
  • Improve the management of both the Secretariat and the schools
  • Members of the partnership include the Brazilian movement Todos Pela Educação, Fundação Telefônica, Fundação Itaú, Instituto Unibanco, Itaú BBA and Instituto Natura.

    In the partnership’s beginning stages, Synergos formulated the idea, facilitated the strategy process, defined actions, and convened and mobilized the different stakeholders.
